全国妇联机关办公楼改扩建项目位于北京市东城区建国门内大街15号,中华全国妇女联合会院内。院内原办公楼在1993年竣工,1994年全国妇联机构正式进驻,现在工作人员1048名,为改善现有办公人员的工作条件,对原有办公楼进行改扩建。

此次改扩建是在原有主体办公楼不拆除的情况下进行改扩建,原主体办公楼北侧和南侧分别新扩建北办公楼和南侧礼仪大厅。在维持原有建筑形象的同时,进行优化设计,尊重妇联历史和本地段建筑文脉,与周围环境协调,体现沉稳,庄重,包容,不张扬的理念。布局上因地制宜,整个建筑群体近似“工”字形。总建筑面积35772平方米,地上25588平方米,地下10189平方米,总高度35.9米。
This renovation and expansion is carried out without demolishing the original main office building. The north and south sides of the original main office building are respectively expanded with the north office building and the south ceremonial hall. While maintaining the original architectural image, optimize the design, respect the history of the Women's Federation and the local architectural context, coordinate with the surrounding environment, and reflect the concept of stability, solemnity, inclusiveness, and non publicity. The layout is tailored to local conditions, and the entire building group is similar to an "I" shape. The total construction area is 35772 square meters, with 25588 square meters above ground and 10189 square meters underground, and a total height of 35.9 meters.

此次改扩建是在原有主体办公楼不拆除的情况下进行改扩建,原主体办公楼北侧和南侧分别新扩建北办公楼和南侧礼仪大厅。另因原办公楼是1993年竣工,1994年使用,根据现结构规范标准土建结构需检测、加固改造,原机电设备需升级换代。

在维持原有建筑形象的同时,进行优化设计,尊重妇联历史和本地段建筑文脉,与周围环境协调,体现沉稳,庄重,包容,不张扬的理念。布局上因地制宜,将原有主体南侧扩建一礼仪大厅,整个建筑群体近似“工”字形,在东侧围合为一个东院,为日常人流车流提供回转空间,南部为礼仪性出入口空间紧邻城市绿化带。

In terms of layout, a ceremonial hall will be expanded on the south side of the original main body according to local conditions. The entire building group is similar to an "I" shape, and on the east side, it will be enclosed into an east courtyard, providing turning space for daily pedestrian and vehicular flow. The southern ceremonial entrance and exit space is adjacent to the urban green belt.
在局促的用地内,分散布局最大限度的满足了建筑主体尽可能多的南北朝向,确保了建筑主体的自然采光和通风,使其形成一组主次分明,错落有致的建筑群。“工”字形布局的应用,使建筑体量尽可能的规整,且使得空气在各楼之间形成环流,有利于组织场地通风。
Within the limited land use, the dispersed layout maximizes the north-south orientation of the building's main body, ensuring natural lighting and ventilation, and forming a group of buildings with distinct primary and secondary characteristics, arranged in an orderly manner. 节能离心冷机、134a环保冷媒、采用集中太阳能生活热水、雨水控制利用室外设计了蓄水设施、风机盘管部分采用直流无刷变频节能超低噪声风机盘管、新排风热回收、中水利用预留、无负压(叠压)供水、变频水泵、冬季及过渡季冷却塔制冷、大空间分层空调、大空间地板采暖等。夏季热力检修时采用蓄能的电加热储热罐(利用低谷电)补充集中式太阳能生活热水系统。设备选择时注意选择高能效比的设备。空调机组在过渡季最大限度地使用室外新风,以节约能源。

建设方2012年3月委托中国建筑科学院进行了抗震鉴定,调整后的结构体系,原结构梁50%不满足、柱70%不满足、剪力墙100%不满足、楼梯100%不满足、楼板根据建筑功能进行改造。 结构鉴定结论: 原结构承载力验算及结构抗震措施检查结构表明,结构虽有较多梁构件承载力不足,且多数墙、柱轴压比超限、配筋不足,但主要抗震指数基本能满足规范要求,对结构加固后能满足后续使用抗震安全要求,具有改造加固的价值。

南楼改造结构选型:1、改造后工程结构类型同原设计,为现浇框架--剪力墙结构体系,改变层高和层数。基础维持有梁板式筏形基础,对不满足要求的构件进行加固,承载力满足要求。3、注意新建办公楼与原有结构基础的关系,新建办公楼的基础要与原有结构完全脱开,并在拆除原有地下部分和新建办公楼基础时,注意保护原有结构的基础。因新建基础深度大于原有建筑基础埋深,会对原有办公楼产生不利影响,要采取专题论证研究,保证原有结构的稳定和安全。4、改造后结构体系:采用钢筋混凝土框架-剪力墙结构,筏板基础。
