在园区建设刚刚拉开序幕伊始，现任公司董事长冯正功先生便作为第一批由政府派遣到新加坡的学员之一，学习引进新加坡园区先进理念及“管理软件”。之后，冯正功先生受命与全国勘察设计大师时匡先生（后调任为苏州工业园区总规划师）一起筹办创立了“苏州工业园区设计研究院”。
